Stormwater Program
The University of North Carolina at Chapel Hill has a stormwater permit that regulates discharges to surface water. This permit is issued by the NC Department of Environmental Quality (NCDEQ) as part of the National Pollutant Discharge Elimination System (NPDES), which was established by the Clean Water Act. UNC-Chapel Hill’s stormwater permit falls under the MS4 (Municipal Separate Storm Sewer System) program. UNC-Chapel Hill applied for an MS4 permit in 2003, and the first permit was issued in 2007.
The MS4 permit contains six minimum measures:
- Public Education and Outreach
- Public Involvement and Participation
- Illicit Discharge Detection and Elimination (IDDE)
- Sediment and Erosion Control
- Post-Construction Stormwater Control Measures
- Pollution Prevention and Good Housekeeping
